"If the President is satisfied that a grave emergency exists whereby the security of India or of any part of the territory thereof is threatened, whether by war or external aggression or armed rebellion, he may, by Proclamation, make a declaration to that effect."

"यदि राष्ट्रपति को यह समाधान हो जाए कि भारत की या उसके किसी भाग की सुरक्षा युद्ध या बाह्य आक्रमण या सशस्त्र विद्रोह के कारण खतरे में है, तो वह उद्घोषणा द्वारा यह घोषणा कर सकेगा।"
What it means — Simply
(सरल भाषा में)The President can declare a National Emergency when India's security is threatened by war, external aggression, or armed rebellion. During Emergency, some fundamental rights can be suspended. Used in 1962, 1971, and 1975–77.
राष्ट्रपति राष्ट्रीय आपात की घोषणा कर सकते हैं जब भारत की सुरक्षा खतरे में हो। आपात काल में कुछ मौलिक अधिकार निलंबित हो सकते हैं। 1962, 1971 और 1975–77 में लगाया गया था।
